I was born in Cincinnati Ohio. My family had a small cattle farm. I
Joined the Navy in May 1982. I was sent to Great Lakes Illinois for
boot camp and tech school. After completing tech school I was assigned
to the USS Canopus AS-34 in Charleston South Carolina. While on the
Canopus I worked in the Outer Machine shop. I was the QA inspector which
required working on nuclear population plants and all of the pumps and
valves associated with the plant. I spent two years there and sometime
after transferred to the USS Richard E. Byrd DDG-23 out of Norfolk
Virginia. I was assigned to the aft engine room where I worked as a
population engine room supervisor. I was stationed here for three years.
Afterwards I transferred to the USS Hunley AS-31 which also happens to
be out of Norfolk. I was assigned to make repairs again. This time I
worked in the Valve shop where I worked on high pressure steam and ball
valves. After spending three years on the Hunley I was transferred to
work as a recruiting officer. After attending recruiting school I was
stationed at the Navy Recruiting Station in Appleton Wisconsin. I spent
three years in Wisconsin. After those three years I transferred back to
the USS Canopus AS-34, but this time was assigned to the Valve shop. I decommissioned the Canopus Nov 1995. I was transferred to the USS L.Y. Spear AS-36. I was assigned to the Hydraulic shop for one year. I transferred
again to Shore Intermediate Maintenance Activity in Norfolk Virginia. I
was assigned to be the shop supervisor for the Outer Machine Shop for
three years. Next I transferred to the USS Shreveport LPC-12. I was
Auxiliary Division Leading Chief Petty Officer. At this point I spent
three years here before I transferred to Fleet Technical Support Center
Atlantic. I was working as the Elevator Technician Rep. When this stint
in my career was over I retired from the Navy after serving for 22
years. My family and I Moved to Kentucky and bought a small farm in
Rowan county . Soon after I received a job working for the Wells Group
in West Liberty as a truck Mechanic. I worked for the Wells Group for
two years, and switched to a job at St-Claire Medical Center as a
maintenance mechanic.
 
I have been married for 23 years to Teresa Centers. Teresa works at
the Appalachian Regional Hospital in West Liberty. Teresa and I have 4
kids. Lora Kelsey-Mullins who is my oldest child is currently attending
MSU to be a social worker. My only son William Robert Kelsey is a
physics major at MSU. Angela Kelsey is a music major here while my
youngest daughter Krystal attends Rowan County High School.
